From Harlingen, Texas: A memorial ceremony is being held to mark the 25th anniversary of the Queen Isabella Causeway collapse. The event will take place at 11 a.m. and is open to the community. Eight lives were lost in the collapse, and the ceremony will serve as a memorial to them.
